Create a Glitch Video Effect in Photoshop

Glitch effects are all the rage right now (for whatever reason) and in this Photoshop tutorial I’m showing you how to add this effect to your digital photos.

NOTE: I’m using Photoshop CC 2019 but this technique should apply to most modern versions of Photoshop.
